Coolant leak ISS 9th Oct. 2023
Leak on the back up radiator of Nauka (= "science" in Russian) aka The Multipurpose Laboratory Module-Upgrade (MLM), launched in 2021.
"The primary radiator on Nauka is working normally, providing full cooling to the module with no impacts to the crew or to space station operations," NASA said,

The third coolant leak within a year.
On December 15, 2022, dramatic NASA TV images showed white particles resembling snowflakes streaming out of the rear of a docked Soyuz MS-22 spacecraft for several hours.
Speculation about the cause centered on an unlucky strike by a tiny space rock, or micro meteorite.
That spaceship returned to Earth uncrewed, and then another uncrewed Soyuz was sent to replace it a few months later. Two Russians and an American crew had to stay for a year-long mission as a result, returning home only last month.
A similar leak in mid-February also affected the Russian Progress MS-21 cargo ship, which had been docked to the ISS since October 2022.
Space analyst Jonathan McDowell told AFP: "You've got three coolant systems leaking – there's a common thread there. One is whatever, two is a coincidence, three is something systematic," he said, speculating that a subcontractor company may be at fault.

Dish Network Corp. was fined $150,000 by US regulators for leaving a retired satellite parked in the wrong place in space, reflecting official concern over the growing amount of debris orbiting Earth and the potential for mishaps. The Federal Communications Commission called the action its first to enforce safeguards against orbital debris. "This is a breakthrough settlement, making very clear the FCC has strong enforcement authority and capability to enforce its vitally important space debris rules," Loyaan A. Egal, the agency's enforcement bureau chief, said in a statement.
Dish's EchoStar-7 satellite, which relayed pay-TV signals, ran short of fuel, and the company retired it at an altitude roughly 76 miles (122 kilometers) above its operational orbit. It was supposed to have been parked 186 miles above its operational orbit, the FCC said in an order (PDF). The company admitted it failed to park EchoStar-7 as authorized. It agreed to implement a compliance plan and pay a $150,000 civil penalty, the FCC said.

The U.S. Federal Communications Commission (FCC) voted 4-0 Thursday on to adopt new rules to address growing risks of orbital debris to space exploration by shrinking the time to remove defunct satellites.
The FCC voted to require post-mission disposal of low-Earth orbit satellites within five years. The agency previously recommended operators of satellites in low-Earth orbit ensure spacecraft re-enter Earth’s atmosphere within 25 years.
“It will mean more accountability and less risk of collisions that increase orbital debris and the likelihood of space communication failures,” FCC Chair Jessica Rosenworcel said.

Hvad med Mega constellationer:
SpaceX called on the Federal Aviation Administration to correct a report to Congress warning that, by 2035, falling debris from U.S.-licensed constellations in low Earth orbit (LEO) could injure or kill someone every two years if they deploy as planned.
In an Oct. 9 letter to the FAA and Congress seen by SpaceNews, SpaceX principal engineer David Goldstein said the report relied on “deeply flawed analysis” based on assumptions, guesswork, and outdated studies. The letter came four days after SpaceNews contacted the company with questions about the report, published Oct. 5 on the FAA’s website.
